I think my last point is the main reason here.
Also, major events always have a show of force behind them.
I can't think of the last football game that I couldn't find a least one SWAT sniper on overwatch.
Also, increased tech leveraging freedoms given by the Patriot Act.
Ever see those police canopy's but it has a camera on top? Ever notice they typically have double binocular format? That is to generate a digital stereoscopic image to facilitate facial recognition. That camera can sweep the crowd and compare it to a database of persons of interest quite easily.
