Thank you for your thoughtful and reasoned reply. This is what I was looking for.
I totally agree with what you said above by the way. I was trying to point out the argument that cops that look the other way fall into the "bad cop" camp for me. Departments almost have to luck into a coalition of good cops that are willing to stand up against the rotten apples. Either that or good leadership at the top but it's usually the rotten majority that nominates its head dipshit to run for Sheriff.
Nobody wants to hear this but part of the problem is the demand for new hires. We really don't need more cops we just need more efficient policing. With less demand to fill the ranks allows more Discerning and selective hiring which will bring out the best. It will also allow departments to pay those officers more to retain the good ones and train them better.
There's a way to think about policing that doesn't involve the simplistic method of just throwing more cops at the problem. We all know cops don't prevent crime they only respond to it. More resources should be allocated to investigators/detectives instead of roided-up street warriors that antagonize the public, lose cases on illegal stops and pick up criminals on minor bullshite infractions that don't result in any long-term jail time.
