Welp... Time's up. That insignia was for the Panzer Lehr Division. It was one of the most elite armored formations to ever exist in any army.

You're all over it. That picture is of Henry Knox. He served in the Contentment Army as Washington's Chief of Artillery. After the war he served Washington again, this time as Secretary of War (Sec of Defense today).
As for his connection to tankers...

Ahhh.... It's one of the high numbered (110+) infantry divisions from WWII. I believe this is one of those divisions that never actually a real outfit but instead it existed on paper.
