I think OP's dad took a pic and something in the pic picked up the reflection of the TV. It could be a pretty intriguing pic because it does have a ghostly looking woman from another era. I'd be interested to see the whole pic to see how the whole thing looks.

In my family, something like this could easily make legend status. My FIL would be just the one to insist it was a ghost and we would happily let him believe it and then play it up be helping Clara make other appearances and then give him a pic of Clara for Christmas to see if he figured it out.
