Is it acceptable to use 911 in this scenario? Or is there a lesser emergency line to call? I almost called the police about an erratic driver the other day, but I couldn't figure that out and had to get to work anyway.

Couple of times. One suspected drunk, one maniac who was driving in between other vehicles on I-10. (I-10 is two lanes between exit 28 and the Pearl River, and he was cutting between vehicles that were next to each other in neighboring lanes.)
