No need to make this overly complicated. Mix up a batch of concrete patch or floor leveler and pour it in.
It is only an inch or so thick so if it ever does need to be removed, it can be done with a few hammer taps.

From zooming in it looks like concrete underneath.... but it wouldn't hurt to spray some kind of termite killer near the pipes....
local hardware stores should have this
It's concentrated so just poor straight from the bottle should last for a long time
Definitely read directions though a little bit goes along way

Yeah, that's the slab underneath, not dirt.
