Well, consider the fact that video won't get you much if you aren't hooked up with a mic. In the case, as a girl, I'd rather pictures than video. You can do a lot more with the pictures from that moment.
But you don't have anything planned other than NOT asking in Destin, right?
ETA: is the bay a special place for yall?
Making it a surprise is pretty awesome, but if there's something more obvious that would be really meaningful to her, don't overlook it. Sometimes it can be painfully obvious and the girl can still be clueless. Seriously.

Then do that BEFORE your trip.
If she thinks a proposal is coming(and if yall have been living together 4 years...she is) then she is hoping it happens on that trip. Which means the entire trip will be here waiting for it to happen.
If it doesn't happen on that trip....she is gonna be disappointed but won't be able to show you that. Basically...she won't enjoy the trip as much.
That's why you do it BEFORE.

I did it in Napa Valley in a Winery and she had no clue.
Granted, it didn't last, but it was pretty obvious that I was going to do it there.
