I don't see the bullying either. For all we know the blonde gets bullied daily then finally responded. She does appear to be the aggressor in the video, but that does not mean she's a bully.

I think pretty much all school districts in the U.S. and Canada have a "no tolerance" policy these days. Both would be expelled.
