Yea, I may be casting too wide of a net I suppose. For something like this to be practical youd have to start small so that the infrastructure could change around it first. Then you expand it out slowly. Been thinking about this alot lately with the expansion of the street car lines and some of the proposals. Although at some point it would need to switch from streetcar to light rail.

Yep. Staying at a hotel? The hotel can text you some sort of validation to your smart phone. Certain checkpoints will let in traffic, and you use that validation to proceed to hotel.

Delivery trucks, cabs, residents, certain employees and Ubers can also enter. Anyone who wants to just drive through cannot. It's a no brainer.
