Found an iPhone. What to do?

Found it on the road while running. I would like to return it to its owner, but it's locked with a passcode. I'm pretty sure the owner reported it stolen cuz it has no service. Other than returning it to an AT&T or Apple store, is there anyway to id who it's for? And no, I don't want to restore it and use it for myself. I plugged it into iTunes and won't give me any info unless I unlock it. It's on iOS 7
Was hoping it prompt for a password on an iTunes account that has an email or something.

Just return it to an apple store if you want to find it's owner.

Take it to ATT. they can look up the owner from the IMEI on the back. If you dont trust them to give it back, give them your contact info and tell them to have the owner reach out to you.

I'll do that then. I have a friend, Bryan, that works at the corporate store in town center. This phone has the greatest music playlist of all time. Hoping the guy who owns it will hook me up with the music on it for finding it.

It's locked but the control center in iOS 7 allows you to access calculator, camera, and music while it's locked.
