It made zero sense to skip over the hybrids and go straight to mandating Evs.

I have rented hybrids before and found them to be a nice vehicle. Granted, those rental vehicles didn't have a hundred thousand miles on the odometer but I did like the gas milage. Mostly electric in the cities.
