If it wasn't about the fact that they are black, then how in the hell would Obama be a substitute for reparations? Was he a member of the Uhuru Solidarity Movement? It's obviously intended for African-Americans in general, not just the members of the Uhuru Solidarity Movement. Acting as if the election of one African-American president somehow compensates all African-Americans for all the problems of racism in the U.S. is racist.

He obviously means "black people". Chances are, when you are lumping all people of a race into a single broad statement, it's racist.
But it might not matter if he's a racist. If he's in a district that voted for Trump, being a racist shouldn't hurt his chances at all. Should help him, in fact.

Even when the question is directed to members of a movement that was started and led by actual African socialists that exists to discuss the state of those of African descent distributed around the world, and features a map of Africa in their logo?
"Why don't you go back to Africa?" sounds like a valid question, if not a compliment. He didn't say anything about race whatsoever.
