First, they are not all Marines.

Second, Obama and Bush definitely share some responsibility for many war deaths. There is however a huge difference due to the EXTREME level of incompetence and piss poor executive branch leadership that lead directly to the deaths that day.

It was a Whitehouse order that limited the ability of the Marines to stop this individual. They saw him suspiciously approaching, he refused to stop, the Marines were not allowed to stop him by executive order. That comes from the whitehouse. Biden left those people unprotected from threats.

That’s why he is more directly responsible than Obama or Bush were at other times.
