Paul Levitz was the President of DC, and saw an ad the collector had posted inquiring about 12 little known comics he needed to complete his collection.

Levitz recognized the titles and knew they were rare, but so obscure that they held little value by themselves. So he walks down to the DC library and archives, finds the 12 titles and sends them to the collector for free.

Basically telling him that if he spent the money, time, and effort collecting 40,000 comics, then he could have the last 12 for free.
