It's kind of a grey area.
Traditionally an adenoidectomy if offerred on the 2nd or 3rd set of ear tubes if those third or second ear tubes is required. Adenoids in kids can block the eustachian tube and lead to a higher incidence of ear infections.
However if a kid had symptoms of adenitis i.e. generally constant snotty kid not responsive to saline sprays etc or also happens to have recurrent ear infections, we may consider doing the adenoids at the same time on the first go around which would help both problems. And is reasonable to consider.
Both procedures require general anesthesia. However to do the adenoids it does require an intubation as opposed to just mask anesthesia. 20mins tops

Easy Peazy. It’s done Outpatient. Your child goes under. They call you back about 30 to 45 minutes later. Your child wakes up and cries a lot. Not so much from the pain but just do to coming out of anesthesia. Everything is back to normal within 24 hours. If your child could, he or she would thank you later.

I would go with your doctor's suggestion. Many time removal of adenoids will lessen ear infection recurrences as well. Your child will be intubated which very benign even at 11 months.
