If it was a fact then why wouldn't the workforce be made up of only women? If I was a business owner and I could pay women $0.71 compared to paying a man $1.00, I would only hire women.

Jim is the star of the firm and his loss would be detrimental to the business. Should they make the same amount? How would the government enforce that fairly?

It's illegal to pay equally qualified people differently on the basis of sex or race. These laws already exist.
