It's definitely mucus, phlegm, whatever you want to call it - likely from a recent respiratory tract infection. Take an expectorant like Mucinex to break up more of that as it can be a nidus for further infection. If you have a significant smoking history or a history of cancer you may want to see your primary doc and get a chest X-ray just to rule anything more ominous out.
