Do Convenience stores have to let you use their restroom if they serve food?

I was helping my so move today from LSU and we stopped at a Circle K. He asked if he could use the restroom and the two " sisters" that were working there told him that the restrooms aren't open to the public. I thought if you served any type of food even hotdogs and pizza, you had to have restrooms open to the public
