If you are really curious skim the filing and the following is a good summary of the allegations and story - it doesn't mention much about UA though.

I'm not sure if Title IX officers are supposed to be in contact with the police officers regarding the status of investigations - but it seems reasonable that they would be providing updates to the student and none of the articles I have seen have framed that contact in a negative light.

That is not collusion with the University. That is the TPD officer remitting this information to the school. The officer may well have "prejudged" this situation but the school is being told this by the authorities. That is not collusion. This occurred off campus and is a criminal matter being handled by the TPD and the University is getting this information from them.
I know you are trolling but where do you see collusion? Collusion for what purpose?

TPD / Bunn said that from the beginning I think he first offered to "drop his charges if she dropped hers" in the first interview with TPD.

Can someone explain to me what Title IX has to do with this? I really don't know.....

I will probably say this somewhat incorrectly, but Title IX is i guess a statute for all university's - in any case it requires the institutions to provide a safe environment regardless of gender - in this case, investigate any allegations, provide support etc.
The title IX officer is named in the reports as not responding quickly to her parents and some other items which i can't remember now but are outlined in the filing. It looked like the officer handled it poorly according to the way the filing is written but all will come to light eventually.

To be fair, you were calling for collusion because the officer had contact with police which, as shown in the link above, the Title IX officer is required to do.

Thanks ....I am aware of what Title IX is but unclear as to how it ties into a criminal matter off campus involving a student and a non-student.

I think they are required to investigate regardless of where or who the other party, as well as provide support and assistance.
