Why don't store owners protect themselves from these pretend homeless freeloaders? Are store owners not allowed to lock the entry doors anymore?

I'm talking about people who prey on convenience stores for their daily sustenance. I see it happen in full view of cashiers in the Houston area nearly every day of the week. Not stores located in dodgy areas and they will pull this off in broad daylight with a store full of paying customers.
