Costs were actually up.
And "data" from 2020 and 2021 were BS because fatality lawsuits take years to settle.

Hello rate increases for 2022 and 2023 after giving refunds in 2020/2021.

Then I suppose when they increased the speed limits to 80mph in west Texas, the fatalities increased also?

Also when the traffic is less dense there will be fewer collisions, regardless of speed.
