Just a hunch because the OP has left out pertinent info, but I'm guessing this is a spec house that the GC hired a realtor to sell and there's nothing binding between the GC and homeowner. Nothing but some promises.

Even if so, he still has the one-year cosmetic warranty that is standard by law in LA.
Also, if he had a Realtor worth a shite, they signed the punch list prior to closing.
