Yes, but they stall for as long as they can, redact half of the information and then charge you out of the wazoo for their work.

I don't know what the law says.
If it's a sensitive topic, and the law allows them to charge you for expenses, I do believe that a Requestor will be deterred by a $50,000.00 bill for the FOIA work.
