It’s not the waiter’s job to handle bums outside. Tell the manager next time and don’t punish the waiter for following his rules set by his boss.

OP makes a good point. Paying customers are being harassed by the bum. If a representative of the business asks him to leave, the bum would probably oblige. Instead, business just makes the customers deal with it.

Giving money to the bum is a bad idea. That just pays for his next fix. The waiter is probably not allowed to leave the restaurant when he has customers inside who may need something.

The restaurant needs to hire security. I was at a restaurant on Government Street and a bum came inside and was bugging people at their tables. The 95-pound waitress was trying to talk him into leaving but struggling. A black guy sitting at a table by himself who looked like he was waiting for a Tinder date who never showed got up and escorted him out. Prob gave him some money too.

Many years ago my wife and I were eating at Giamancos on Government Street. As we left the restaurant through the rear entrance to the parking lot a bum accosted us and got very aggressive. One of the waiters in the restaurant saw what was happening and intervened pushing the bum away and threatening him with the police. The waiter told us they had been having a problem with that particular bum for several days.
