At first watch I was take a back at first. But when putting the whole picture together to me it makes more sense. You have a guy that just wrestled away from multiple cops and multiple tasers.
If you shoot him once or twice ut might not have much effect on him initially and he is able to get in the car with kids in it. Then you have a police chase with a wounded person and kids in the car.
I dont see that outcome being better than what occurred. There is a very real possibility at that point other peoples lives could be in danger as well as the children in the car.

Why are people acting like it’s a big deal he was handcuffed to the hospital bed... Is that not SOP when a guy under arrest is in the hospital before he goes to jail?
