Bubbling from rain on oxfords?

I wore my park avenues in the rain today, and I noticed that when I got into the office, the calf skin had some “bubbling” in it after it dried. Only one shoe has it.
Perhaps the one that doesn’t have the bubbling is truly dry while the other is not. Anyone ever been through this? How do I get the bubbling out of the other shoe?

Yes, they have their shoe trees in them. I typically brush them after wearing, but I’m hesitant to do so under these circumstances

I’ve worn those before. They’re called Johnston and Murphy or Bostonian or Clark’s. Trash shoes. Although Bostonian did last the longest. Probably my favorite of the bunch in the Kohl’s tier
