The wind speed over the wing can not reach the speed of sound or a shock wave will form and cause structural damage. Remember Bernouli - the airflow over the top of the wing speeds up a bit, so that is why they can't fly at .99 - they have to keep the airflow over the top of the wing from reaching Mach 1.0. They can get close by sweeping the wing, which effectively makes the flow now not perpendicular to the wing, reducing the effective speed a bit.
