Reagan's quote was in jest as a statement. You have to look at the context of the quote
2 weeks to flatten curve was a flat out lie.
Other examples "if you like your doctor, you can keep your doctor", "insurance will go down by $2500", "i didn't have sexually relations with that women", whatever quote goes with WMDs, "17 agencies say Russia colluded", etc...
