these people are a drain on society. That's not an opinion.
I'm not sending them to a concentration camp. I'm trying to help them better themselves, and i understand most won't want to, and they will have consequences for that when they get out and get caught again, but for those that will be receptive to the help, that's what this camp would be for. It's not prison, and they should be given freedoms once they are earned, but the goal of it is to teach them something that they can use when they get out, and that's what the money is for when the leave so they can't bitch about not having any money to afford an apartment and basic living needs for 2-3 months when they get out. Get a job or start a business and be a normal member of society, or you can go to prison, and your other option is to leave LA and don't come back until you're ready to be a normal functioning member of society.
It would be nice if we were a state that had a no tolerance stance on homeless people. We will help you get back on your feet if you want the help, but if you don't, then get the hell out of here.
