I do not think the government of a free people needs to have secrets of that sort. Do I expect to know the code to the nuclear football? No; but I ought to know that it exists and how much it cost. The idea that we have whole weapons programs and facilities that are secret from me really sticks in my craw, and detracts from the legitimacy of the federal government.
