That's BAD, You test the probe on each lead of the element. You get a beep, that is good, tells you that you have a element with continuity. You could further measure Ohms and then use Ohms law (amps = volts/ohms)to make sure you are in the proper amperage range, but that's a waste, either it's good or it's not...
If you test to the case (ground) from the element wires or one of the leads and get continuity or anything other than an open reading, then you have a grounded element and need to change the element.

I did so much shite I'm forgetting half of it.
