Amazon.com Spin-off: What does talent consist of?

In an earlier thread, Jeff Bezos announced 20 finalists for a new Amazon.com building. A lot of posters kept referring to the fact that a city like Atlanta has plenty of colleges and therefore plenty of talent. This is probably a dumb question, but what does one mean specifically mean by “talent”? What quantifiable skill-sets are we talking about? General aptitude? computer programming skills? Mathematical aptitude? “Talent,” to me, seems such a vague and nebulous term to use when describing the employer needs of a company like Amazon.
