Albertsons spinoff - what's with bums asking for money for TWIC cards?

Tonight's hassle at the College Drive Albertsons was not the long wait at the registers -- they seem to have fixed that after our gripe-a-thon a few weeks ago.
No, now the panhandlers have moved inside. Got stopped back by the meat counter by a tweaked-out "Jeremy" who after his "homeless, found God, etc." warmup, said he was $70 toward getting his TWIC card and could I help. This is the second time recently that I've heard the phrase "TWIC card" used in a pitch... do they think that will help?
I have to give credit to the store workers who moved with Mossad efficiency once I told them someone was inside asking for money.

I remember seeing some black guys yahoo some bud light from them a long time ago when I was in college. Except, they didn't yell yahoo. They just ran out with the beer. I knew then that they had grown up with very little culture.

Haven't ran across that one, nor have I come across them inside. They're constantly in the parking lot though, or at least used to be, I've pretty much quit going to that location.

I had the same guy ask me for bus money to get to a job interview twice in a week. They think people will think they're trying to better themselves and give them money. 99.9% are pieces of shite.
