my only question about it being MJF is the fact that MJF does NOT need a mouthpiece... even 1 as good as Stokely Hathaway
ETA: but in this story... he can be very useful... keeping MJF under wraps until it's time to do the reveal

He didn't need a mouthpiece in Pinnacle, either, but he was aligned with Tully Blanchard (who was really there for Spears, and maybe FTR, although Dax seems to be proving they don’t need one).
If it is MJF (which it is), Stokely isn't there to speak for him. If anything, this whole recruiting bit was Stokely putting together a crew FOR MJF to secure the Chip. Now Stokely can serve as the mouthpiece for everyone else in this group, with MJF as the mastermind behind it.
Kind of a variation of Heyman with The Bloodline--MJF can speak just fine on his own, but Stokely is there to speak for the group when necessary.
It really doesn't make sense for Stokely to have recruited MJF, but who knows? Maybe Khan is dumb enough to all of a sudden make it out like MJF needed Stokely to become relevant again.

I would also suggest that perhaps he doesn't want MJF on the mic and that worked shoot was a reason that could be used for Tony to cosplay 1999 Mr. McMahon.
