When something is less than optimal in your life, it is human nature to avoid taking responsibility for it and find someone or something to blame. My father was a master of this. He failed at everything and had an excuse for every failure and it never included him. Many black children are inculcated from birth by their parents, by the media and by black culture to A) stay outside of/rebel against the prevailing white culture of work, respect and education and that B) they can't succeed in the prevailing white culture because of oppressive racism.
I grew up in the hood and 95+% black schools and I saw it firsthand. If a black student chose to try in school and didn't use the broken English normally spoken in the hood, they were mocked relentlessly for "acting white". So for many black people, unfortunately, being black means rebelling against white culture by being uneducated and unruly, and then when that inevitably leads to failure, blaming that failure on slavery and white racism.
It was not always like this. During slavery and after it ended, slaves and former slaves desired education and success. Blacks had the highest rates of nuclear families and were rapidly trending upwards despite actual racism. The turning point was LBJ's Great Society and the ensuing domestic programs that were designed to maintain a poor dependent class that would create an unshakable voting base for Democrats.
Now the deck is stacked in black people's favor when it comes to college admissions, job quotas for government contractors and less stringent requirements for many local and federal government positions etc but the failure is worse than ever and so are the excuses.
The black people that want to work hard and do well figure out pretty quickly that it can be done and that a lot of their peers hate them for it. It's also interesting how african migrants who come here to work hard because they recognize the opportunity are treated by blacks and how they feel about black americans that were raised here.

Just my .02, but getting past the monolithic idea of “black people” is the biggest key to solving racial issues. The idea is promulgated by both “sides”
