That's a possibility. But why are they shooting different people and not each other? I guess it could be some sort of hit if they're targeting a certain person or persons. Perhaps drug related or something?
I said it "sounds" (key word there) like terrorism because it sounded to me like there were two gunmen going around just shooting people.
