It's early for me but I'm pretty sure this is right.
First, your assumptions are wrong. The data is arrests and charges. Extending that to "responsible for" is a stretch, no?
Second, your math is incorrect. You should divide by the population number, not the population percent to calculate a rate. Therefore, instead of 6.74 for murder, it should be 2.53. Blacks are 2.53 times more likely to to be charged (not commit using these numbers) with murder than whites. Furthermore, blacks have 1.10 times the odds.
