Because the public school system leaves little to no room for practical application of its rules. To avoid conflict and controversy they've basically instituted zero-tolerance policies with no gray area. Ironically, those decisions lead to shite like this which brings on tons of controversy.

ETA: I don't really blame the individual teacher who reported it, especially if it was seen by others. Letting it go could have cost the teacher his/her job with the way the rules are usually written.

Parents should have classified it as a butter spreader and not a butter knife.
