Why Did the Clock Stop

On the pass to Mingo he catches the ball at the 3 and retreats to the 4 as he goes out of bounds. I recognize the clock stops if you are going on but I thought if you are moving backwards and not due to your forward momentum being stopped by a defender then the clock should run. There was a timeout and it should have been reviewed with a 10 second runoff.

I think it is the right call....He has the right to retreat to stop the clock if he isn't being contacted by the defender.
Now if the Saints player is driving him back then he gets forward progress and the clock moves.

Yeah that should be the reason... he did it under his own power and it wasn't part of a tackle being made by the Saints
He should also lose any yardage he went backwards b/c of that as well (made it to the 3 and went back to the 4... ball should be at the 4)
