When Were The Saints Informed They Had to Abide The Looney Rule

Were they notified as soon as they were notified of SP's suspension so they could plan accordingly, or is this more making up the rules as Roger

They were notified 9 years ago in 2003 when the rule was established.
People need to stop bitching about this. It's not even that big of a deal.

My guess is that it wasn't addressed at all. They likely didn't expect that the Saints would go outside of the organization.
