I would think that when the front office makes their big board that they include everyone in the draft. They wouldn't assume that someone is going to be off the board because they are not prescient.
I think they knew Jordan would be the first rusher taken also, so while they probably would have liked him it's unlikely he was in their cloud. Given how things shook out, we had no shot at Mingo, but things could have gone very different and he could have fell(unlike Jordan/the LTs). Pretty sure they knew Milliner was going to be gone also.
