Once an observer watches the games closely for the purpose of keeping track of how often the Refs have a decisive impact on the outcome of the games with their calls and no-calls, it is reasonable to conclude that: the Refs have no consistency in the application of the Rules, and, that the Refs often decide the outcome of the games.

The NFL is now 100 years old and this league has yet to figure out how to fix these significant problems. It is reasonable to conclude that this is intentional.
