I've never heard that explanation before.

I guess it makes sense since the punter is running with the ball.

He hit him high and after the ball was off. If it was a QB and a throw, they would have called roughing the passer on it.

In the NFL that’s correct

It’s one of the reasons doing it in NFL is stupid

Also because only the widest guys on the line can release before ball is punted
