That isn't the point. It is agreed upon percentage which the owners are allowing to be raised temporarily because of Covid.
If there was a total disregard then there should not even be a salary cap.

It's not the fact that it will affect their finances but that it's a compromise to forward the salary cap increases in future years against this year's projected shortfall.
Now the finances might jump back (which I think is the hope with new television deals) to make it a small bump in the salary cap increase road (relatively speaking).

They could leave the cap where it is and go about their business. But the are reducing the cap which is going to make teams cut players that wouldn't have been cut normally. Just doesn't make sense to hurt the teams when things will be back to business next league year for the most part.
