Also that is not a penalty the coach could decline like a Delay. Moved the punter back for more room. Very smart move

Yeah, it was a brilliant intentional call. That's why it happened so close to the play clock running out.

I noticed this too and was wondering how long a team could try to pull something like that if they really wanted to twist the rules.
