Does today's play-by-play announcer (Tom McCarthy) not know basic rules?

On the opening kickoff the Panthers kicked the ball short of the endzone (i.e. in the landing zone) and it skipped to Shaheed in the end zone. With the new kickoff rules a kick that lands in the landing zone and is downed in the end zone is placed at the 20 not the 30, yet McCarthy seemed shocked that Shaheed brought it out instead of downing it. He seemed unimpressed with the return (he basically said that the return didn't get much), but the return came out to the 22 so it netted +2 yards. Lead me to believe he either didn't know, or forgot, what the new kickoff rules are.
Then during the Panthers first drive the Young threw a swing pass that was stopped for a loss. A flag was thrown on the play and when McCarthy saw the flag was on the Panthers he mentioned it being a false start and that the Saints would likely decline. False start is a dead ball penalty so if that was the case the Saints wouldn't have a choice in the matter (it was illegal formation). I mean, that's football 101.
Not a big deal at the end of the day, just stood out to me to have a play-by-play guy screwing up multiple basic rules within the first few minutes of the game. But, I guess when it's the Saints playing the Panthers we're not getting the A Team.

That's fair
To be fair to me, I'm day drinking and had a quick brain fart regarding that. I assume McCarthy is sober (but maybe not).

McCarthy is more well known as a play-by-play baseball for the Phillies. This is his offseason gig.
When you’re 2-6 and your opponent is 1-7, you get the bottom-of-the-barrel network crews like this one and the steady diet of Chris Myers we’ve gotten from Fox lately.
