No it's not even close. The NCAA ball is smaller and squatter and much easier to throw and kick long distances.
The NFL ball is thinner and bigger and designed for a more passing-oriented game, but despite that it's heavier and more difficult to throw long distances.

i thought the NFL ball = ncaa ball in weight?
An NFL ball is easier to throw
An NFL ball is easier to throw

I'm a little confused. You said the NCAA ball is easier to throw, but the NFL ball is for a passing oriented game. What does that mean?

Well for somebody with normal sized hands like me, the NCAA ball is much easier to grab and therefore throw.
However, the NFL ball is more aerodynamic and is narrower at it's widest point so if you've got big enough hands to grab it firmly than it's easier to throw.
I did a shitty job of explaining it I guess. And on second thought they MIGHT be the same weight but I just cannot throw an NFL ball the way I can an NCAA ball. It feels a lot heavier. But ask an NFL quarterback what ball they like to throw better and 9 out of 10 will tell you the NFL ball because its shape allows for easier spirals. You rarely see an NFL ball wobbling around in flight like you do those fat, squat NCAA balls.

i can throw an nfl ball with a lot more zip than a college football. for some reason the college football is harder to grip for me. I guess it varies from person to person
