Bluegrass became known as "bluegrass" because of Bill Monroe...but remember that he was a regular member of the Grand Ole Opry in 1939. As a comparable for his time, I'd probably put George Straight ahead of Garth. But that's just my preference.
I don't know about now, but for a long time, George had more #1 hits than any other music artist, in any genre. Last count I think was around 60.

While that's a fair point...George passed Conway Twitty who had like 50 something and I'll never understand how or why. So more me that doesn't factor in as much.
Garth is easily top 5 all time. It seems like people in music attain GOAT status the longer they've been dead or irrelevant. Hank Sr. wasn't GOAT until he'd been dead for quite sometime and other artists started referencing him in their music.
