Were they always this bad or are they just old as shite now?

That song is GOAT, as well as the band itself.

I wonder how you would sound after aging 34 years and touring thousands of hours around the world.

Clearly not their best effort. Africa would have been demanding for Kimball to sing lead vocal even in his prime, much less now as it is a too low register song for him. He was always better suited for the chorus on Africa where he could just belt it out. Those back-up singers were awful and didn't do him any favors.

My favorite part of Africa is the descant on the third chorus, sung by Timothy B. Schmit of the Eagles, something that they could never attempt to replicate live without him.

First, Bobby didn't sing the verses to Africa on the record. As pointed out, it's too low for his register. Either Lukather or David P sang the verses. I didn't see David P on stage so Bobby may have been asked to sing the verses as well for this performance.

Secondly, regardless of how low it was, it's fairly obvious to anyone with any live music experience (musician/singer) that Bobby was struggling to hear himself.

Also as pointed out, 35 years does a lot to your voice. However make no mistake about it, for many, many years Bobby Kimball was the only white guy in LA that could hold a candle to Michael McDonald in terms of backing vocals. Some of the stuff he sang with Toto, the Tubes and others is out of the roof in terms of range.

Listen closely to chorus on She's a Beauty, that's Bobby killing that high part.

Jeff's been dead for 24 years.

Toto IV is a great fricking album for that kind of music.

No one mentioned Bobby Kimball hails from Vinton, Louisiana yet.
