BR River Center/ Centroplex Seating

I’m looking at buying tickets to a concert in BR for a friend.
Is there a big noticeable difference for concerts between 100 level and 200 level tickets at the River Center?
Also, are floor tickets there typically general admission for concerts? Or do they have assigned seating?

Best seats in house 1-5 rows off floor in 100. 200 is up there. Floor are reserved chairs placed on floor.
